Almost every regular-sized Marvel comic (newsstand editions)in the line had the 'Still 35c' tag at that time (a similar 'Still only 25c' tag appeared for a few months in mid-'76), so I doubt it was a sign of doom for Ms. Marvel. (it would have been chopped in a cull of several titles around this time, just after the 'DC Implosion' - IIRC the other titles that were axed within a few months of each other in the first half of '79 included Invaders, the ERB properties (Tarzan, John Carter), Marvel Triple Action, Marvel's Greatest (revived later that year), the remaining westerns (Rawhide, Two-Gun and Kid Colt), Captain Marvel, Tomb of Dracula)
