I think Thor was a match for Juggernaut anyway. Since Juggernaut has lost power and Thor has gained power, it's pretty certain that Thor would win.

And Last Call. Two things can stop the unstoppable Jagermeister!
On a more serious note, if Thor has all of Odin's power, he can stop Juggernaut, whether Juggy's been depowered or not. Juggy's tough, but Odin was on a par with the entity who made Juggy what he is in the first place.
