Not unless they seriously jacked his strength level up. If I remember correctly, he was either Spider-Man level or not too far above

No.

Best link I could find without really trying ... http://www.marveldirectory.com/individuals/l/ lukecage.htm

IIRC, Spider-Man has Class 30 strength (press 30 tons), Iron Man has Class 80 and calm green Hulk starts at about class 90. These are all from memory, so don't quote me. I believe Cage was in the low tier

Spidey is in the same range as Doom, class 10 ( able to lift/ press 10 tons). Iron man has been jacked up to 85 tons.

I'd be surprised too, since Doom has gone mano-a-mano with The Thing and Sub-Mariner, both of whom can press 50 tons or better. (In fact, he forced Ben to his knees by sheer strength alone!)

Spidey's always been classified as Class 10, though it appears if he gets angry enough he gets much, MUCH stronger (see confrontations with Firelord, Rhino and Future Iron Man for examples).

If my memory of the OHOTMUDE is correct (and no guarantees it is, I haven't perused those comics in at least a decade), Cage was actually below Class 10. Sweet Christmas!

I would chalk that up to a Silver Surfer-ish sort of situation. Using simple brute strength Surfer's strong, but not crazy strong, but he can use his power cosmic to augment his physical strength to ungodly levels. I would explain Doom's armor the same way: the basic musculature of the suit gives him Class 10, but by augmenting it with power from other systems, he can push it much higher.

What makes Luke Cage appear much stronger than what he is is the fact that he has stronger-dense flesh. I don't know if he can withstand artillery fire from depleted uranium shells, but he can take a serious assault and talk about it afterwards with a big smile on his face. So, couple his steel-hard body with his low-tier superhuman strength, and Cage appears pretty strong besides Spider-Man.

I don't know how many times I've seen Spidey deck someone or something and comment on how it hurt his knuckles. Cage can punch through cinderblocks and thick concrete like they're nothing because the impact doesn't hurt him.

I would say that's a fair and safe explanation. Though I would also say that Iron Man's exoskeleton works along a similar premise.

Why do you think that Victor EVER uses 'sheer strength' and not other things, especially when he is in direct contact with whatever? I always thought that strength was just a by-the-way with his armor. The 'other stuff', I thought, was the primary reason.
