My Hulk history is a bit spotty, and my recollections of Glen Talbot are very dim. Did he ever turn into a villain, enough to warrant the portrayal that he got in the movie?

To my recollection, I would say no.
Talbot served under Ross but didn't have the same drive to destroy the Hulk as the General
He was only interested in destroying the Hulk because he knew Betty would always love Bruce. And even then he didn't really want to kill him.

I think in the end he went bonkers and stole some military aircraft and tried to kill the Hulk with it. And got creamed, rather unmemorably. In Japan IIRC

Actually, he was hell bent on killing the Hulk in his very final appearance. A throw away story for a really decent character. He was killed when he attacked the Hulk in a machine.

This is exactly what happened. It was around HULK # 260 or so, if memory serves ...
